Shri Umesh Kumar, 1995 batch IPS officer, joined as ASP of communally sensitive and high industrialized, Penambur Sub-division, D.K. District on 28.10.1998 after completion of training at NPA and Bijapur district.

On promotion as SP, Kodagu district, he used his experience as Commandant of KSRP battalion to streamline the structure & deployment procedure of DAR Kodagu district. He made sincere efforts to improve Police public relationship by organizing National Level Hockey Tournament (Kodagu CUP), and training for kith and kin of police personnel for gainful employment. After serving for a small period as SP, Intelligence, Bangalore, he was selected to serve at the UN Peace Keeping Mission, KOSOVO for a year. On return, he was posted as SP, Bidar district, where he curbed the nefarious activities and movement of interstate criminals from Maharashtra and Andhra Pradesh. As SP, Chitradruga district, he curbed the movement of the Naxalites by coordinating with A.P. Police. He was successful in developing excellent Police public relationships by organizing various rural sports activities and employment rallies in districts for unemployed youth making personal efforts. 

In 2006, he went on Inter-state deputation to Bihar State. As SP, Bhojpur (ARA), he was successful in detecting various sensational crime such as kidnapping, murder, dacoity etc. for which he was conferred SONPUR MELA Award by State Government in 2006. 

As SP, Siwan district, his proactive role in judicial trial against notorious, criminals having interstate and international links had resulted in their being convicted and that made long term positive impact on socio-political fabric of the district.

As SP, East Chamaparan district (Motihari), bordering Nepal and “Karmabhoomi” of Mahatma Gandhi, he arrested many important Naxals carrying award by making special efforts. The General Assembly Election 2010 was conducted peacefully.

On promotion as DIGP, Champaran, Bettiah, he succeeded in curbing the movement of criminals Naxals and cannabis smuggling across Indo-Nepal international boarder in coordination with Nepal Police. 

As DIGP, CID Bihar, he established the first cyber police station of Bihar Police. After the General Parliament Election, he was posted as DIGP, Magadh Range, Gaya. His contribution in the arrest of the high rank Naxal leaders such as Jagadish Master and others, intensified operations against the Naxals was highly appreciated by the State Police and CRPF. On completion of interstate deputation to Bihar State, he joined CRPF on Central Deputation and was posted as DIGP, CRPF Patna for 3 years. He was instrumental in bringing peace to the Rohtas District from Naxal activities, curbing unhindered Naxal activities in Jharkhand state bordering Southern districts of Bihar. He was successful in establishing various CRPF camps at strategic locations. His efforts were recognized by giving DG CRPF Commendation disk thrice and President’s Police Medal for Meritorious Service in the year 2013. 

After returning to Karnataka state, he was posted as IGP, Belgaum Range after a brief stint as Addl. C.P. Administration Bangalore City Police.  He handled many farmer agitations, L&O problems, administrative matters efficiently and effectively. The Kalasa-Banduri agitation, which was a very emotional issue for farmers, remained peaceful during his tenure. Later, he was posted as IGP, Headquarters and IGP, Administration at Police Headquarters, and was holding additional charge of IGP, P&M, DIGP Hqrs-II. His sincere efforts were instrumental in bringing many administrative reforms to the Police Department. Large scale promotions to PC/HC/ASI Rank officers were given due to structural restructuring of the Police department. As Secretary (PCAS) Home Department, GoK, he dealt with policy, planning and administrative matters related with Prisons, Home Guards, Fire Services, SDRF, Sainik Welfare, criminal matters pertaining to SC/ HC. Before the parliament election 2018, he was posted as IGP, Mysore Range. He conducted the Parliament election of politically sensitive and volatile Mysore range with meticulous planning and implementation. He continued to hold concurrent charge of Secretary Home in Bangalore. After successful and peaceful conduction of election, he was posted as Addl. CP West, Bangalore City Police. The intense L & O problems due to the arrest of political leader, anti-CAA protests and religious functions / processions were handled effectively. He was again given additional charge of Secretary (PCAS), Home department. 

On promotion to the rank of ADGP, he has been posted as Principal Secretary (PCAS), Home department. He is also holding additional charge of ADGP, Police Computer Wing

On 5th August 2020 he was posted as Additional Director General of Police, Economic Offences, CID, Bengaluru along with the additional charge of Additional Director General of Police, CID and Police Computer Wing. As ADGP, Police Computer Wing, he has improved the status of Police IT (CCTNS) at national level. He has implemented many new ideas in the field of IT in the police department. He has played a major role in planning and development of new version of Police IT. He has also worked ADGP, Administration, Bengaluru. Presently, he is holding the post of Addl. Director General of Police, Crime & Technical Service, Karnataka from 8th June 2023 till date.
